Whats this aluminum rail for on the back of the van ..... bike rack ? .. some sort of awning ? ... and is there a rubber trim I can buy to slide in it to make it look better .... Many thanks .... Mike

It looks like a repair but with the wrong profiles. It will allow a window sunshade to be threaded.
However it looks as if you could just remove the complete window by sliding it out of the profile.
