As far as headlights are concerned.... Cars in the UK used to have headlights where the pattern on the glass made the headlight illuminate higher up on the nearside lighting up road signs etc. Newer cars with xenon headlights give a flatter pattern. E.g. My 2006 Mondeo with halogen headlights needed deflectors when I went over to France. My 2014 Sportage doesn't need them. I have an email from Kia stating this.
Cars from the continent have always had headlights with a flat pattern so have never needed deflectors.
