replacing roof retainer hook

Hi folks I'm attempting to replace my roof retainer hook and have the spare which cost an arm and a leg but the nut won't release any tips would be appreciated the problem seems to be that the whole bolt seems to be turning and I can't access the top of the bolt to anchor it ?
