normally the hitch moves back applies the brakes somehow the brakes then release to allow reversing, on level ground,
on a hill it may take more force for the brakes to release in reverse, if they still don't release
it could be the brakes require looking at to get them adjusted correctly, it could be they are to well adjusted, a qualified person will know.

I'm not sure there's anything wrong with it.

As an example, when we slow down and stop with the van on the back, the van brake often applied itself. Therefore, before reversing we have to very gentle move the car forward perhaps 9" before selecting reverse and GENTLY moving backwards. The van then behaves itself.

Once we've completed the manoeuvre, before unhitching the van, we have to apply the van's handbrake and gently move the car forward a few inches.
