Yes that's correct.
It's best used out of peak seasons. However in France for instance, the "peak season" normally runs from mid-July to late August whereas most campsites who offer ACSI rates open from early April until the end of September or through October.
Most other European countries advertise roughly the same peak seasons as France but Germany and Austria are a little different as, dependent on which part of the countries you are in, they have Spring and Autumn religious weeks where ACSI rates are also not offered.
To give you an example, an annual ACSI Card membership which gives you two volumes of European Campsites numbering in excess of 3100, costs around £12.00 per annum. A typical full rate for many of the campsites they offer discounts at is around £25. Using an ACSI card you pay something between £13 and £19 per night which includes awning, 2 people, free EHU and free shower.
