Need a Visa or not?

Hello,
With my wife and our children, we plan since a long time to come from France and visit the UK with our Eriba.
Finally, we decided to do it in April 2020 for a 3 weeks trip, and take a ferry return ticket from Calais to Dover.
I am French, my wife is Cambodian and she has a 10 years "Titre de séjour" allowing to work and live in all European Schengen countries.
She asked for the French nationality, but it takes now two years.
Our 2 little girls are born in France, they are French and they have their passport.
We already traveled in many European countries with our Eriba.
Until now, my wife wasn't needing a Visa to go to the UK.
But from now on, I do not know anymore.
I called Brittany Ferries, the french PAF (french Borders police) and the English immigration service. They all don't know.
The PAF said that until now she wouldn't have had any problem.
The English immigration service said that she maybe needs a EEA family permit, but not sure.
They gave me the number of the Visa service of the UK embassy in Paris, but the number never answers ...
In short, we are a bit lost. We have no answer and do not know to whom to ask.
Would someone have an opinion or an idea on the subject, or possibly could help us?

Eddie, this is obviously the result of Brexit. Rest assured you are not the only one with issues. Driving permits, car and health insurance, pet travel etc are also affected.
What we are hoping is in the event that a deal is done between Europe and the UK then for the next 12 months things should hopefully continue as they have. After this period or in the event of no deal being arranged then many things will change and we do not know how.
You need to keep on pestering the official bodies but do not expect a definitive answer until Boris Johnson signs something official

I't is my belief that when Britain leaves the EU there will be a 12 months transitional period where everything will remain the same as it is at the moment .This is only my opinion but it gives a point to start from and to check what the powers to be come up with.

Hello Colin,
I would be more than interested to come, that is why I need (or not) this visa.
My fear is to arrive in Dover and to be turned back by the customs police.

Taken care of. We are in contact, Eddie and family are planning to attend for four days.
