If you use the forum searcg facility you should find this has been covered in detail.

From memory, scotchbrite pads [luck like a more robust pan scruber material and usually red] do a good job or removing the lacquer without being to abrasive, but work along the grooves.
Spray with a clear lacquer one you are happy and all surfaces have had a thorough wash down, dry and been taped up.

Hi. I have a 2006 Puck that had the same problem. I unbolted it (best to mark where the screws go, into the struts, with a pencil to make it easier to refit). Take off outer trim, several screws hold it on and will probably be rusty and should be replaced, and also both locks. I used Nitromors paint stripper to remove the old lacquer. Wash it down with water then use a fine wire wool and some elbow grease. Once done to how you like it, apply several coats of Rustins metal lacquer then after cleaning the locks reassemble it all and refit. Looks like almost new.
Hope this helps.
Dave.
