After reading about these proposed new regs on the forum. I wrote to the Caravan Club for their interpretation. Here is their answer.

Our illustrious friend David (MCINND) posted this on the Eribafolk facebook page yesterday.
David used to be in that line of work so I presume his concerns are justified.What do others think?
"Unintended consequences of Brexit:
1) All trailers - presumably inc Caravans - will need to be registered, with assoc fees.
2) And its the end of the road for towing a car on an A-frame even within in the UK appears nigh.
The Government "Haulage Permits and Trailer Registration Bill 2018" has now been published.
It intends that trailers must be registered in the UK (just as they already are in lots of other countries).
This is an extract:
"Trailer Registration.
Policy Background
42 The UK’s proposed ratification of the 1968 Vienna Convention on Road Traffic (“the 1968 Convention”) will ensure that, after exit day, UK drivers will continue to be able to drive in all EU countries. A consequence of ratification is that unregistered trailers could be turned away at the borders of other countries who have ratified the 1968 Convention. Therefore, for operational reasons, a trailer registration scheme needs to be implemented.
43 The Bill, therefore, also enables the Secretary of State to introduce a trailer registration scheme. The powers under the Bill will enable: the registration of trailers (including issuing documents and administering the scheme – e.g. changing keepers); registration marks (more commonly known as registration numbers) to be assigned and reassigned; fees to be charged for providing these services; and rules to be introduced regarding the carrying of registration documents and the formatting and placement of registration plates. Offences (summary only) may also be created by regulations.
Clause 12: Trailer registration
44 Clause 12 enables the Secretary of State, through regulations, to institute and maintain a register of trailers. These regulations may provide for mandatory or voluntary registration and additional provisions that may be required or relevant to operating the register (under subsection (2)). In particular, regulations may be made in relation to the form and contents of the register, the registration process and the transfer, surrender or destruction of registration documents. Further relevant provisions may also be made. This clause defines a trailer as anything on wheels which is intended or adapted to be pulled by a motor vehicle."
So it seems that a car (already registered as a car of course) won't any longer be able to be towed on UK roads as a trailer because it can't be registered as a "trailer".........."

Thank you for your email, I have now received a reply from the Technical Manager, which I reproduce below.
This issue is at an early stage of discussion at present - the Bill was only published on 7 February, and is still progressing through committee stage in the House of Lords at the moment – it probably won’t reach the House of Commons for a few months yet. The Bill needs to apply to heavy commercial trailers (i.e. primarily articulated trucks) to minimise the risk of problems for these moving around Europe after Brexit. There’s no absolute necessity for it to apply to recreational trailers like caravans, and early indications are that it won’t have mandatory application to caravans. The Club is meeting with DVLA on 28th of this month, and this will clearly be a key point of discussion for us. We need to establish the likely details of its implications and also try to judge the most desirable outcome for Club members. It would be easy to assume that no registration of caravans is the most preferable option, but if that will leave caravanners vulnerable to obstructive border controls, then arguably registration might be a less onerous alternative. These are issues we can’t yet judge, pending further discussions.
On the issue of recreational A-frame towing, we would welcome any move which clarifies the position for an issue which has always had some uncertainties in UK law (particularly around the details of the A-frame specification required to meet UK legal requirements). However, as this practice is generally considered illegal in most other European countries, there is indeed some risk that clarification could prohibit it in the UK too.
As soon as we get clarification it will be reported in the Club Magazine.

Just looked online at a summary of these Regs and they are aimed specifically at hauliers, which sort of makes sense. I have extracted the following from the information supplied "arrangements to enable a permit scheme if required as part of a deal with the EU – ensuring UK hauliers can obtain the necessary paperwork to provide services to and from EU countries".
Having said that I'm sure this government won't be able to resist a chance to extract money from anyone towing anything?
Can you imagine the chaos of everyone who tows anything having to license it, pay a fee and register it including passing on registration to the new owner. Don't know about anyone else but i haven't seen loads of Police waiting around for something else to do?
