Cancelling campsites due to Covid situation

We are booked into a campsite on Anglesey for 3 nights in August, and paid in full last year when booking.
The site has announced that it intends to open on 13 July, subject to confirmation from Welsh Government, but that the facilities block will remain closed, so caravans and motorhomes need to be independent for sanitary purposes.
For medical reasons, I cannot use a pop up toilet/shower tent, nor would I wish to, as we always use site facilities.
My question is, if the site is not providing facilities which I require, do I have a right to a full refund of the total cost, and if so, is there legislation I can quote when contacting the site?
Any help would be much appreciated.

I think you have every right for a full refund. You have paid for something which they cannot provide. I was booked for three weeks in June and another three weeks in September on a site in Devon. Obviously June was a non starter but they wrote to me to say that although they will be open in September there will be no toilet blocks open. As this was not suitable they immediately offered a full refund of deposits or to rebook for the same times next year at this year's prices which I think will be a significant reduction. As I have gone to this site for several years I took the latter option.

I had a few bookings for stays from June through to July. They each rang me up and I cancelled all because of uncertainty with facilities.Got my money back no problem. On one small none "Club" one I had paid a small deposit and I told them to hang on to it as I would be visiting again later in the year or early next season.
Like Stewart I don't think you should have a problem. I would make contact asap.

You can quote the Camping and Caravan Club where they stated that if the limited facilities were not suitable then they would offer a full refund.
Don't know where we read that but it is a fact that this is what they intend doing.

You are right. I got a phone call on Friday from a guy from a C & CC site. He was lovely and we talked about us moving a cancelled booking forward as they were giving us priority to re-book. We declined as we are not really sure about things and he said he would put us down for a refund.

Don't know if this will help, it's called The Package Travel & Linked Travel Arrangements Regulations 2018 . They are by law required to return your money in full as cash not credit within 14 days!!. Well, we have just waited 72 days before we were refunded for a holiday and we only got that as it was more than £100 and paid through our Credit Card. Evidently Covid has brought on many laws of it own!!!

You entered into a contract as soon as money changed hands if they cannot provide the facilities/services advertised at that time you have the right to a full refund or credit note if you so wish...

Our refund from C & CC apparently arrived in our account on Monday - not bad going at all.
( We also had a TUI holiday to Agadir in late March cancelled because of Covid & we got our full money back in 5 weeks which was great going compared to what some friends have gone through)

Thanks for all the replies.
I contacted the campsite, and they gave me a full refund with no fuss. Paid into my bank account first thing yesterday.

No Roger, they are not obliged to pass it on and a few businesses have already indicated that they intend to hold prices and pocket the difference in VAT
